What is the EPBD?
The Energy Performance of Buildings Directive (EPBD) is EU legislation that sets minimum energy performance standards for buildings. The latest revision (EPBD 2024, Directive 2024/1275) is the most ambitious yet — targeting a fully decarbonised building stock by 2050.
Key EPBD requirements
EPC mandatory on sale & rental
All member states must require a valid Energy Performance Certificate when a property is sold, rented, or newly constructed. The EPC must be shown to prospective buyers or tenants.
Minimum Energy Performance Standards
From 2030, worst-performing residential buildings (EPC class G) must be upgraded. By 2033, minimum class E is required for all residential buildings. National implementation varies.
Nearly Zero-Energy Buildings (NZEB)
All new buildings must meet NZEB standards. From 2030, all new buildings must be zero-emission buildings (ZEB). Solar panels are required on suitable new buildings from 2027–2030.
